A rental turnover cleaning scope should be built after the prior occupant's belongings are removed and the owner or manager has separated cleaning needs from repairs, replacement, and maintenance. The quote can then identify the rooms, reachable surfaces, fixtures, interiors, floors, and specialty services needed before the next use.

Begin with an owner or manager walkthrough

The responsible property contact should inspect the unit before the cleaning estimate. Note damaged walls, broken fixtures, worn finishes, failed seals, permanent discoloration, pest concerns, abandoned belongings, and maintenance work that cleaning will not solve.

This prevents repair items from being treated as cleaning promises. It also helps determine whether painters, flooring workers, appliance technicians, or other contractors should work before or after the cleaning visit.

Build a room-by-room turnover list

A useful turnover list may identify kitchens, bathrooms, bedrooms, living areas, closets, hallways, entries, laundry spaces, and common areas. For each room, specify the reachable baseboards, door frames, switch plates, cabinet faces or interiors, window sills, blinds, tracks, fixtures, grout, reachable vent covers, and floors requested.

Appliance interiors, wall washing, exterior windows, carpet extraction, hard-floor work, heavy grease, and other specialty tasks should be named separately. They should not be assumed from the phrase “turnover clean.”

Confirm that belongings and heavy items are handled

Light, practical items may be moved when requested and included in the quote. Heavy furniture, loaded shelving, appliances, and items filled with belongings remain in place. Cleaning can be completed around them when that limitation is included in the scope.

Define vent-cover cleaning without implying HVAC service

Reachable supply-register faces, return grilles, and the finished surfaces around them can be listed as turnover-cleaning details. Photograph unusual buildup before cleaning, identify whether it appears to be loose dust, greasy residue, pet hair, construction powder, staining, or moisture, and clean only the safely accessible exterior using a method suitable for the material.

Do not insert a vacuum hose, brush, liquid, or chemical into ductwork, and do not force loose, painted, wired, damaged, or difficult-to-reach covers. Interior debris, changed airflow, unusual equipment noise, moisture, suspected microbial growth, or an odor that appears when the system runs should be referred to maintenance or a qualified HVAC, air-duct, mold, or other appropriate specialist. Coordinate access and contractor order

Provide keys, lockbox or gate instructions, alarm details where appropriate, utility status, parking information, and the contact authorized to approve changes. Tell the cleaning provider when maintenance, painting, flooring, pest service, or appliance work is scheduled.

Cleaning too early can allow later contractor dust and traffic to affect completed areas. Cleaning too late can create pressure around an unconfirmed move-in or inspection time. Build the schedule from actual access, condition, and contractor sequence.

Set realistic expectations for spots and odors

Cleaning may improve compatible soil, residue, spots, and odors, but results depend on the source, material, age, prior treatments, and whether contamination extends below the visible surface. No turnover estimate should promise complete stain or odor removal.

Water damage, mold, biohazard material, sewage, and other specialized remediation are outside this deep-cleaning scope. Those conditions should be evaluated by an appropriate specialist before ordinary turnover cleaning.

Review the quoted work, not a deposit outcome

When the customer is available, a final walkthrough can compare the completed rooms and tasks with the quote. Photographs or notes can be discussed during estimating but are not automatic.
